From The State of the Game Letter

"With this in mind, we have been testing a variety of playbalance adjustments internally for some weeks now. We will let players know in advance when playbalance changes are coming so that private tournaments are not disrupted too abruptly. We are also planning to announce our own schedule of ladder seasons and official tournaments. We will try, when possible, to implement most playbalance changes immediately at the start of a new ladder season. You can expect to see another announcement regarding playbalance changes in the near future."

The ladder will be set up with three-month seasons. Between ladder resets, we want to minimize balance changes, in order to keep things fair for those who are active in ladder play. Our policy will be to give people sufficient warning of changes. We will not do major changes in the middle of the tournament, and we will give at least a week or two of notice before we implement changes. We're currently testing a number of tweaks here and there and we expect to be able to make an announcement about them in the next few weeks.

We had a partial list of changes 24 hours before the patch at best. The balance changes seem really incomplete.. I expected more than double that amount of skills to be altered. There are other skils that need buffed so people actually use them..ever..

Interesting... I guess the political way to go about this would be to say that they did give a notice, that there would be changes

I do think though that in the context of that excerpt there -should- have been a detailed list released. This is something I don't understand, especially since this PvPx event -focuses- on the use of skills...

The key word in the FF54 is "sufficient" warning. With the interviews conducted earlier this week and the notice that balance changes were forthcoming with the PvPX this weekend, the burden has been met. The fact that they did not list the specific changes is irrelevant.

Please. Let's not nitpick EVERYTHING to death. Please add your comments to already existing threads on the subject of the build changes.
